Player Receives 25 Minutes in Penalties After a Dangerous Play

Hockey is a rough and tumble kind of game that lets a lot of things go. You can hit, fight and use your stick within reason to agitate your opponent. However there are some things you can't do.
This would be one of those times, in a game played overseas, a player got a 5, and a 20 minute penalty for this dirty play, take a look:
I don't care where you play, this has never been okay and it's good to see a league finally cracking down on a play like this.
The play has been stopped, the player is unsuspecting and the fall shouldn't even be factored into the play. Leagues should follow suit and punish based on the act and not the result. I'm looking at you NHL, take a page out of another leagues book and start cracking down on the see things
