The Dallas Stars held an illegal practice on December 26th in violation of the NHLPA's Collective Bargaining Agreement, will Peter DeBoer pay a fine?

The Dallas Stars must be really concerned about an upstart Blackhawks team, with Anders Sorensen in charge.

Peter DeBoer and the Stars held a practice on December 26th, which took place the day after Christmas. A practice that has violated the CBA between the NHL, and NHLPA.

The Dallas Stars are 20-13-1 and 4th in the Central Division, why in the world would they need to hold an optional skate which was clearly in violation of the CBA?

DeBoer's reasoning below:

«I was at the rink yesterday-we had an optional-and of course the young guys all show up for the optionals, which they're supposed to do,» said DeBoer with a laugh. «But as I started walking in, you know, up front you've got Bourque and Bäck and Stankoven and Wyatt Johnston's still a young guy, and on the back end you've got Bichsel, and Lundkvist and Harley are still young guys, so, you know, we've incorporated a lot of young players into this lineup over the last couple years.»

DeBoer and the Stars have said they will cooperate with the NHL in regards to the violation.

But this seems, like a tad bit of a miscalculation by DeBoer whose been a coach in the NHL since 2008.

He should know better.

Update #2 at 12:58pm CST: Pete DeBoer answered questions about this after practice today. DeBoer said the practice on the 26th was «Optional, yeah. Voluntary ice.» Said he is aware the NHL is looking into it. «I'm assuming if the League's looking into it, I made a mistake somewhere there,» said DeBoer. «We'll see what that investigation comes up with.»

Update #1 at 12:23pm CST: Per a Stars spokesperson, the team is conducting an internal investigation into the matter and is fully cooperating with the NHL.

Per Section 16.5(b) the 26th was supposed to be an off-day.

(b) December 24, Christmas Day, and December 26 shall be off-days for all
purposes, including travel, and no Club may request a Player's consent to practice on such days
for any reason, provided, however, if December 26 falls on a Saturday and the League has
scheduled NHL Games on such date, December 23 may be substituted as an off-day for all
purposes, including travel, instead of December 26.

-Section 16.5(b) of the Collective Bargaining Agreement between the NHL and the NHLPA

The Stars aren't the only ones who have broken the CBA, as the Toronto Maple Leafs were fined $100K two-years ago after flying out Friday evening on December 26th for a game against the St. Louis Blues the next day.

We'll see what kind of fine the NHL has in store for the Dallas Stars, could be a rough one considering teams have been laissez-faire when it comes to respecting rules of the CBA.

With Marty Walsh at the head of the NHLPA, you could assume that they won't relent this with negotiations beginning soon.
